Oslob whale shark diving: below the boats, for longer
Oslob whale shark diving puts you under the line of boats instead of on the surface, with more time than snorkelers get. Two scuba listings run it, one paired with Sumilon Island, one with Tumalog Falls.

How diving works at Tan-awan
Divers and snorkelers share the same feeding area off Tan-awan, but they get there differently. Snorkelers go out on paddleboats, while scuba divers can enter the site from shore or from motorized boats moored at the edge of the interaction area.4 One study describes divers dropped from motor boats moored outside the area for an interaction of up to an hour.1
That longer window is the main reason people choose Oslob whale shark diving over a snorkel trip. Swimmers and watchers are limited to 30 minutes by the ordinance.2 Below the surface you also leave the crowd of snorkelers above you, and you see the sharks from beneath, hanging upright at the feeder boats with their mouths at the surface.
The rules still apply underwater. The ordinance allows four scuba divers per shark at any one time, and the distances of 5 m from the side and tail and 2 m from the mouth are the same for everyone.3 Touching, riding and splashing are banned.5

The dive booked here: whale sharks and Sumilon
The listing this page books combines a whale shark dive with Sumilon Island. It runs for 8 hours, is rated 4.66 from 9 reviews and starts from $255, with an English-speaking instructor. The car ride to Oslob takes 2.5 hours, and the listing gives 1 hour at the whale shark area for scuba diving and viewing.
Afterwards a 5-minute drive and a 15-minute river boat ride bring you to Sumilon Island for 1.5 hours of diving, snorkeling and marine life viewing; the listing names the coral gardens of the Sumilon sanctuary. The waters next to Sumilon are a known scuba diving site.6 It then takes 3 hours to drive back.
Pickup covers hotels in Cebu City, Mandaue, Lapu-Lapu, Mactan airport, Moalboal, Badian and Oslob, among other towns. With only 9 reviews this listing has a short track record, but those reviews average 4.66. For a certified diver, a second site on the same day is the main argument for its higher price.

Should you dive at Oslob?
Find your situation
It accepts non-licensed divers.
1 hour with the sharks, 1.5 hours at the island.
Wait at least 18 hours to fly after a dive.
Whale sharks and Kawasan in 16 hours.
The cheaper dive with Tumalog Falls
The other scuba option pairs the whale sharks with Tumalog Falls. It lasts 8 to 9 hours and starts from $157. Its itinerary gives 3 hours by car, breakfast in Oslob for 30 minutes, about 30 minutes of underwater time with the sharks, then a 10-minute drive to Tumalog Falls for a 30-minute self-guided visit.
It is open to first-time, non-licensed and licensed divers alike, and offers free airport pickup if you share your flight details when booking. It warns that the activity depends on the weather and may be rescheduled or cancelled for safety in poor sea conditions.
Read the reviews before you book. The listing is rated 3.91 from 16 reviews, and its breakdown scores the guide at 1, transportation at 5 and value for money at 3.5. That guide score is a warning sign, even on a small number of reviews.

Scuba diving in Oslob without a licence
You do not need a diving certificate for the Tumalog trip: its listing accepts first-time and non-licensed divers. Ask the operator before you book how the first dive is run, how long the briefing takes and how many guests share one instructor.
If you have never dived, be honest with yourself about how you feel in water. A first breath through a regulator is strange for everyone, and doing it next to an animal several metres long adds pressure. Ask for time to practise at the surface before you descend, and agree on hand signals with your instructor before you go down.
Certified divers get more out of the longer window. Good buoyancy control lets you hold your position below the boat line without kicking up sand or drifting toward a shark, and that is exactly what keeps you within the rules and the encounter calm for everyone. If your buoyancy is rusty, say so; a refresher in shallow water before you join the sharks costs a few minutes and saves a lot of stress.
Rules divers forget
The dive listing spells out three prohibitions near the whale sharks: touching, flash photography and sunscreen. Underwater the flash rule matters most, since a strobe in a shark's face is easy to fire without thinking. Switch it off before you enter the water and use available light instead.
Watch your fins as well. Kicking near a feeding shark or a feeder boat stirs the water and can bring you closer than the 5 m the ordinance asks for at the side and tail.3 Stay below and to the side of the boats rather than directly beneath a shark's mouth.
Finally, plan your flight. The dive listing asks you not to fly for at least 18 hours after diving. If you are leaving Cebu the next morning, snorkel instead, or schedule the dive earlier in your trip.
Photos and video below the boat line
From below, the light works in your favour. The sharks feed with their heads near the surface, which puts them against the bright water above you, and their spotted backs and long gill slits show clearly. Shoot upward at an angle, keep the sun behind the shark rather than behind you, and let the outline of the feeder boats frame the picture.
Without flash, a camera needs steady hands and a fast shutter. Set the camera before the dive, practise your buoyancy at the start and stay still rather than swimming after a better angle. A shark that turns toward you fills the frame on its own; chasing it breaks the distance rule and usually ends with a photo of its tail.
Video often captures the scene better than stills. A slow pass of a shark beneath the boats, with snorkelers' fins above and feeders' hands at the surface, tells the whole story of the place in a few seconds. Keep clips short, check the battery after the first dive and leave the camera in its housing until you are back on the boat.
Snorkel or dive?
For most visitors, snorkeling is enough. You see the same sharks, the trip is cheaper and shorter, and you need no training. The booked canyon tour of this site includes 30 minutes of snorkeling with mask and life jacket, from $127.
Diving is worth the extra cost if you want time and a quieter view. Up to an hour below the surface gives you room to watch how the sharks feed and move, away from the splashing above.1 It also pairs naturally with the reefs of Sumilon on the listing booked here.
Whichever you choose, the sharks are the same animals at the same feeding site. Our page on the feeding research explains what that means for them, and our rules page covers what is expected of you in the water.
